Please let me take this opportunity to
thank nohoartsdistrict.com for all the work
they do for our community!
This is the first edition of a monthly
column to provide answers to frequently
asked questions about the North Hollywood
activities of the Community Redevelopment
Agency of the City of Los Angeles (CRA/LA).
Additional information on our activities can
be found on the CRA/LA web site at
http://www.crala.org [CRA/LA
Project Areas > North Hollywood]. The North
Hollywood team updates the information on
our pages regularly. There is also a
quarterly report published in hard copy that
may be downloaded from the web, obtained at
our office or sent via US Mail.
The CRA/LA manages 32 redevelopment project
areas in seven regions throughout the City
of Los Angeles. The North Hollywood
Redevelopment Project Area is located within
the East Valley Region. The region also
includes the Laurel Canyon and the
Pacoima/Panorama City project areas. The
East Valley Region offices are located in
the Academy building at 5200 Lankershim
Boulevard, Suite 750 (the corner of
Lankershim and Magnolia boulevards). Our
phone number is (818) 753.1918.
Without further ado, here are this
month’s Frequently Asked Questions:
What is happening with the BID?
The petition process for the “North
Hollywood Transit Business Improvement
District” (BID) was successful. Ballots were
sent out to property owners recently and
will be opened by the City Clerk if the item
is passed at a public hearing (to be held at
City Council on April 3, 2007).
Boundaries for the BID are as follows: Along
Lankershim Blvd. between Burbank Blvd. and
Riverside Drive; and Magnolia Blvd. between
Tujunga and Vineland avenues.
The BID includes 194 parcels and will
receive $1.5 million of seed money from
Metro related to business disruption caused
by construction of Red Line.
Assessments for the initial three-year term
of the BID are lower than usual due to the
seed money from Metro.
The BID will provide new improvements and
activities including safety patrols and
image enhancement services beyond those
currently provided by the City.
What is the CRA/LA doing for the Arts?
The CRA/LA is fully cognizant that the
recent surge of redevelopment activity in
North Hollywood and the surrounding areas
has put a tremendous amount of upward
pressure on property values, which in turn
has made it increasingly difficult for
arts/cultural organizations to remain in
North Hollywood. More and more property
owners are either raising rents or looking
for new tenants with greater economic
capacity than arts/cultural organizations
can provide. Further, CRA/LA understands
that these organizations have historically
been associated with North Hollywood, are an
important part of the community, and patrons
attending performances and events of these
arts/cultural organizations provide
significant economic benefits to North
Hollywood businesses such as restaurants,
cafes, and shops.
The CRA/LA has funding available for a
prototype program that seeks to assist North
Hollywood-based arts organizations and
cultural organizations to remain in North
Hollywood and bring arts/cultural
organizations back to the area that were
dislocated by unsustainable increases in
rent. Toward this end, CRA/LA seeks to
partner with, and provide financial
assistance to, a select number of
productive, high quality, financially
responsible, and community-based arts and
cultural providers that can demonstrate both
a need for financial assistance and an
ongoing commitment to the North Hollywood
community.
A Request for Qualifications (RFQ) will be
issued in the next two months. Eligible
arts/cultural organizations are encouraged
to apply. If you would like to receive
notification when the RFQ is issued, please
send your email (or regular mail) address to
rkirschenbaum@cra.lacity.org with “Arts
Retention RFQ” in the subject line. |
